Beginning February 1, 2026, the Town of Buchanan trasnferred the maintenance responsibility of Town-owned utilities and facilities to Inboden Environmental Services (IES).

After evaluating the immediate and long-term needs of the Town’s utility system, the Town has expanded its existing contract with IES to include utility system maintenance – as well as maintenance of all Town-owned facilities.

Since 2012, IES has served as the operator of the Town’s sewer and water treatment plants, while Town staff have provided the maintenance. Our staff have served in exemplary fashion, making emergency repairs, maintaining equipment, and minimizing the time infrastructure is down. However, expanding the scope of IES’s current contract signals a more proactive approach focused on the pursuit of high-priority, large-scale improvements.

Under this new agreement with IES, the Town will continue to own its utility system.

Water, Sewer and Garbage customers are billed monthly for services. Bills are due by the 15th each month, or on the next business day if the 15th falls on a weekend or holiday. Payments received after the due date are charged a late pentalty of $20.

To get connected:

Water & Sewer services are provided by the Town of Buchanan.

Residents who are renting their place of residence must come to the front desk of the Buchanan Town Hall to sign up for services. Before water service is connected, a $200.00 Water Deposit is required.

Home owners may sign up for services in person, or, sign up for services over the phone at (540)254-1212 ext. 1. There is no deposit for home owners.

Water, Sewer, Garbage Monthly Fees:

Residential Customers are charged $48.25 for the first 4,000 gallons of water, $38.25 for sewer, and $20.00 for garbage pickup.

Commercial customers are charged $50.25 for the first 4,000 gallons of water, $38.25 for sewer and $33.50 for garbage.

Water and sewer usage over 4,000 gallons per month are charged additional fees.

Out of Town water rates are 1.5 times the base in-Town rate for residential and commercial.

Water and Sewer Hook Up Fees:

Water Hook Up - $2,200.00

Sewer Hook Up - $2,500.00

Water and sewer rates are set by Town Council and are in the Town Code Chapter 22 Utilities. These rates are subject to change with proper public notice. These are the base rates for in-Town customers. Out-of-Town customer rates are multiplied 1.5 times those shown.

You are automatically signed up for trash when you apply for water & sewer. Refuse fees will be added to your regular water and sewer bill. The Residential Rate is $20.00 and the business rate is $33.00.

Pickup is weekly on Monday, Wednesday, Thursday, or Friday (Check with Town Hall for your pickup date based on your address, (540)254-1212 ext. 1. Refuse must be placed next to the street no later than 7 a.m. on the day of collection.

Containers may be no greater than 30 gallons, or, 50 pounds. Residents are limited to 6 cans of household garbage. No brush or toxic materials. Items over 4 foot should be broken down. Garbage should be bagged and in cans with lids to contain it and prevent animals from accessing it.

The Town has a Brush Collection Center located at 541 Parkway Drive. Use of this site is only available for Town residents. Come by Town Hall to borrow a key. You may not duplicate this key or share it.

Residents may drop off recyclables in marked bins at the Recycle Center which is located at Buchanan Elementary School, 255 School House Road. The Recycle Center accepts cardboard, mixed paper, newspapers, glass, number 1 & 2 plastic, aluminum and tin.

NEW Business License - Zoning approval is required first, as well as a Sign Permit before placing any signs.

RENEWEL Business License - Renewels are due by March 1st 2026.

The Town of Buchanan offers bulk water service. The Town has adopted a rate structure for temporary bulk water purchasers adopted by Ordinance O19-0610-01.

Those wishing to purchase bulk water from the Town must schedule in advance (at least one business day) and estimated quantity of water to be purchased. Please contact Town Hall at (540)254-1212 for inquires. Click here for application.

The Town will determine if it is in the best interest of the Town to sell the requested water, the hydrant from which the water can be drawn, and install a portable water meter to measure such purchase. The purchaser shall also notify the Town when the need for water has ended.

The charge for such service shall include a $25 fee for connecting the meter and the amount of water used shall be charged at the following rate structure:

Bulk Water Purchase Rates:

Connection Fee - $25.00

Up to 1,000 gallons - $65.00

Additional 1,000-2,000 gallons - $35.00

Over 2,000 gallons each additional 1,000 gallons: $20.00

In addition to the above rates, any person that fails to comply with the Town’s Bulk Water Purchase policy shall be subject to a charge in the amount of $250 for each event of noncompliance.

The Buchanan Town Park Picnic Pavilions are available for use on a first come, first serve basis, or may be reserved by contacting the Buchanan Town Hall at (540) 254-1212 x 1.
